PROFILE:
After graduation from Delhi University, studied LLB from Campus Law Centre, Faculty of Law, Delhi University in 1987. Having enrolled as an Advocate in the year 1987, initially joined the chamber of late Hon’ble Mr. Justice Valmiki J. Mehta and later on associated with late Pandit R.K. Sharma (Naseem Saheb). Extensively practiced in civil and criminal jurisdictions at Delhi High Court and District Courts.
Inducted into Delhi Judicial Service in 1992 and promoted to Delhi Higher Judicial Service in 2003. Apart from presiding over courts dealing with civil and criminal jurisdictions, also held designated courts dealing extensively with matters relating to CBI, DDA, LAC, NDPS, Electricity, MACT including matrimonial disputes as Principal Judge, Family Courts. Appointed as District & Sessions Judge, Delhi from May 2019 to 24.10.2019.
Apart from above deputed as Joint Secretary (Law, Justice & Legislative Affairs), Govt. of NCT of Delhi from January 1999 to April 2002. Also appointed as Principal Secretary (Law, Justice & Legislative Affairs), Govt. of NCT of Delhi from November 2017 till April 2019. Involved in preparation of the report relating to bifurcation of Delhi into judicial Districts in the year 2000 along with consequential amendments in law. Actively associated with mediation proceedings as Working Chairperson, Delhi Dispute Resolution Society (DDRS). Contributed in drafting of several Bills, formulation of policies and tendered advisory opinion on constitutional/legal issues.
Appointed as Law Secretary, Ministry of Law and Justice, Government of India from October, 2019 to February, 2022. Also held additional charge as Secretary, Legislative Department, Ministry of Law and Justice, Government of India from May, 2021 to October, 2021.
Played key role in drafting and formulation of several legislative Bills and enactments including Mediation Bill 2021. Also rendered advisory opinions on legal / constitutional issues and implementation and strengthening of provisions of Arbitration and Conciliation Act, New Delhi International Arbitration Centre Act, Commercial Courts Act, Notaries Act etc. Associated with formulation of National Litigation Policy and monitoring of litigation of Govt. of India in High Courts, Hon’ble Supreme Court of India and Statutory Tribunals. Resolved several high-stake disputes as Member of AMRCD constituted for resolution of inter se disputes between Ministries/Departments/PSUs under the Govt. of India.
Contributed as Member of the Committee to formulate an Action Plan for Online Dispute Resolution. Further involved in examination of Bilateral Investment Treaties and issues relating to Arbitration. Got an opportunity to make presentations before the concerned Hon’ble Parliamentary Committees in respect of the proposals referred for examination. Led delegation to attend the UK-India Joint Consultative Committee (JCC) meeting held at London. Also associated in organizing the 7th Meeting of Ministers of Justice of Shanghai Cooperation Organisation (SCO) as well as SCO 19th Prosecutors General Conference. Represented India in Commonwealth High Level Law Ministers meeting on the legal aspects of COVID-19 pandemic.
Played a key role in launch of an online course on “Constitution of India” inaugurated by Shri Kiren Rijiju, the then Hon’ble Minister for Law and Justice at national level on the eve of Constitution Day in 2021, with a vision that every citizen of the country should be made aware of his fundamental duties and fundamental rights.
Also associated with Law Commission of India as Member Secretary. Actively involved in issues relating to Income Tax Appellate Tribunal as Administrative Secretary.
Appointed as permanent Judge of the High Court of Delhi on 28.02.2022. During the tenure as Judge of the High Court of Delhi, dealt with cases in diverse fields as Criminal Law, Constitutional Law, Service & Civil Matters, Arbitration & Commercial matters, etc. Also, presided over the Tribunal under UA(P)A for adjudicating whether or not there is sufficient cause for extending the declaration of ‘Sikhs for Justice’ (SFJ) as an ‘unlawful association’.
Joined as Member, National Consumer Disputes Redressal Commission (NCDRC) on 09th April, 2025.
