Shri Binoy Kumar belongs to Indian Administrative Service (1983 batch, Andhra Pradesh/Telangana cadre). He retired from Service as Secretary Steel, Govt. of India on 31st May, 2020.   He did his MA (History) from Delhi University in 1982.

Shri Binoy Kumar has done various postings in the State, Centre and abroad.  Some of the notable postings at Delhi have been in the Ministries of Civil Aviation, Defence, External Affairs, Commerce and Steel.  In the State, he was Collector and District Magistrate in Districts of Nizamabad and Ranga Reddy and Vice Chairman of Visakhapatnam Urban Development Authority.  He was also Secretary/Principal Secretary of General Administration Department, Transport, Roads & Buildings (TR& B) Dept. and Chief Minister’s office (CMO).

Some of the major achievements have been in the fields of procurement and logistics. The most significant achievement with long lasting impact has been conception, design, formulation and implementation of Government e-Marketplace (GeM), which is one stop integrated online public procurement platform. GeM has now become indispensable for all government procurement of common goods and services. 

Later, he was the first Special Secretary, Logistics in Government of India where he formulated a number of logistics related policy proposals, an action plan and conceptualized an integrated logistics portal.  While in the State, his contribution has been notable in the field of infrastructure like ports, airports and other projects like roads, railways, etc.

Before retirement, he worked as Secretary Steel (2018-20) which involved looking after of 7 CPSES like SAIL, NDMC and policy matters. He contributed to matters relating to steel production, mining, and trade issues.  He was instrumental in development of a totally online SIMS (Steel Import Management System) platform.
